http://www.dfg.ca.gov/marine/pdfs/release.pdf In addition to the techniques and tools on the link above, here is a simple but very effective rig I use for sinking rockfish. Please note in reading the link above that the DFG discourages venting with a sharp tool.
I'll add to that that you can use that rig with an electric downrigger. I have used a similar setup with with my electric Scotty and it beats having to reel up the ball each time. Another trick is just tie a upside down hook with no barb on your line five feet about your bait or Jig. when you drop the next bait down hook fish you do not want on the upside down hook it which pulls it down with your bait. Slows the drop but works if there is a slow drift and instead of reeling up the ball afterwards each time you get to pull up another fish. Who knows how well this stuff works but it beats leaving a chain of dead Salmon grouper floating away from your boat on the surface. Jim

My friends father sent me this link a few weeks back for us to try. He and his retired buddies were chartering an Oceanside boat with the purpose of trying these devices out. I purchased a few for approx @$4.50 each and used them the last trip out to Cat. A very simple, very effective, easy to use and well constructed. I was 100% successful in releasing all rockfish that day. Take a look and experiment yourself. Not affiliated, yada, yada.......
